State of New Mexico (Compatible Use)

Abstract

The Mid Region Council of Governments (MRCOG), with consultant support and coordination with the New Mexico Office of Military Base Planning and Support, proposes to create the Management of Compatible Energy Projects (MCEP), including a GIS mapping tool. This 24-month project is intended to promote siting of New Mexico energy projects, including transmission lines, that is compatible with continued military operations. The MCEP will leverage the investment of existing databases, maps, legislation and permitting requirements as a foundation to 1) create a web-based, New Mexico-specific tool to assess energy project compatibility with military operations, 2) develop model legislation and ordinances related to permitting in support of compatible siting of energy projects, and 3) develop a plan to sustain and maintain the web-based tool. The MCEP creates a mechanism that supports military mission compatibility by creating the first state-wide comprehensive assessment of land use for energy projects, both generation and transmission, and potential compatibility issues with vital training, testing, and other military missions. With the web-based tool, state and local governments and renewable energy developers can more proactively and effectively work with the military bases to plan for future development and collaborate with installations and local government to avoid areas of incompatibility that could impair military operations. The military, local communities, state and federal agencies, and energy developers?will be well served by a product and a process that clearly illuminates potential conflicts between energy development and military operations early in the energy project development process. MRCOG will work in collaboration with Dona Ana County to ensure development of the MCEP is in coordination with efforts already underway to promote compatible energy project siting in support of White Sands Missile Range, Holloman Air Force Base and Fort Bliss military operations.
