DIA Program Evaluation (RTA)
Abstract
On April 6, 2015, OEA released a Federal Funding Opportunity (FFO) announcing the opportunity to enter into a cooperative agreement to develop, test and carry out quantitative and qualitative methodologies to help OEA?s Defense Industry Adjustment (DIA) Grantees more effectively assess, evaluate and report the full effect of their projects. Research findings will primarily help current Grantees adjust their projects to achieve better outcomes and secondarily inform the design of OEA s program of financial and technical assistance. A joint proposal from the Center for Regional Economic Competitiveness (CREC) and EntreWorks Consulting was selected according to the review process described in the FFO; and was selected again for a second work phase 2016-2017. CREC is submitting a proposal for a third phase of work (2017-2018) to continue the work it has completed for OEA during the first two phases of work. The project will again employ a combination of descriptive analysis, qualitative research and the exploration of rigorous evidence-based approaches all with the purpose of (1) better understanding the impact the DIA program has made on the states and regions that have received funding; (2) assessing how impacts differed between program recipients given the various uses of funds and stated program objectives; and (3) having more information to guide new and existing grantees in implementing their projects. Research findings will primarily help current grantees adjust their projects to achieve better outcomes and report the full effect of their projects and secondarily inform the design of OEA s program of financial and technical assistance. At each phase of the project, CREC and EntreWorks shall work closely with OEA management and personnel to develop jointly an evaluation effort that integrates program monitoring, technical assistance, training, and program assessment activities. DIA grantees will be actively engaged in designing events and materials that strengthen their projects and provide guidance to others.
