San Diego Region (DIA)

Abstract

The San Diego county region is positioned to be a key player for the military in the Pacific, in international trade, and in the development and fielding of high technology across a variety of industries. However, as the second largest recipient of defense spending (by county - according to the OEA s report "Defense Spending by State FY2015"), the defense supply chain and regional economy remains vulnerable to adjustments in defense spending. A regional analysis of Worker Adjustment and Retraining Notification (WARN) Act notices has shown that during calendar years 2012 through 2015, there were 4,000+ jobs lost from defense contractors within the San Diego Metropolitan Statistical Area. More specifically, over the last three years the San Diego region has experienced 2,817 jobs lost from a diverse cross-section of defense companies. These swings in local defense spending create supply chain instability and business uncertainty along with a need for additional or different defense manufacturing skills. This grant will assist businesses and create workforce development programs to retain and retrain workers with a focus on defense manufacturing skills so as to actively maintain the region?s defense business sector and long-term availability for DoD systems. The funding sought through this grant proposal will: - Apply knowledge from the OEA 2016 Grant to develop specific workforce/career programs and business development programs to enhance local economic resiliency. - Enhance communication and networking among defense-sector participants and stakeholders. - Foster an enabling environment (regulatory and physical) for integrated implementation of workforce and business development programs in support of economic resiliency. - Implement strategies for companies to adapt and realize new, or alternate, economic opportunities.
