Project to carry out key recommendations of JLUS for Keesler AFB and NCBC Gulfport
Abstract
In 2014, the U.S. Navy nominated Naval Construction Battalion Center (NCBC) Gulfport and the U.S. Air Force nominated Keesler AFB as candidates for Joint Land Use Studies (JLUS). The Gulf Regional Planning Commission, created in 1962 under MS Code 17-1-29 as a general planning organization comprising the three Mississippi coastal counties and twelve cities, has served as the study sponsor for the NCBC Gulfport JLUS and the grant administrator for the Keesler AFB JLUS while the City of Biloxi has served as the study sponsor for the Keesler study. Partners in both studies included Hancock and Harrison counties; the cities of Gulfport, Biloxi and D’Iberville; and leadership from the two military installations. These studies will be completed in September 2017. The Gulf Regional Planning Commission is proposing a project that will carry out the recommendations of the Keesler AFB and NCBC Gulfport JLUS projects through a single organizational structure – the Gulf Regional Planning Commission GRPC. The project will address several of the more critical and complicated strategies that have been ranked as highly important, specifically, those that have a direct bearing on the safety and well being of the neighborhoods in close proximity of the installations and that help sustain military operations. Community development issues include encroaching urban development in proximity to the military areas of influence, incompatible land uses in safety and noise zones, increased traffic congestion causing delays in military maneuvers, and disruptions of navy maneuvers by shared use of waterways. Project deliverables will include a GIS-based accurate, current map of height hazards around Keesler AFB; new and revised regulatory controls such as overlay districts and zoning; a transportation operations plan; public information system; and an assessment of mitigation measures for properties impacted by their location in noise and safety zones. The project is projected to conclude in February 2019.
