Umatilla CD Redevelopment - 2018
Abstract
The Columbia Development Authority (CDA) is using OEA grant assistance for continued planning and redevelopment of the 19,729 acre Umatilla Chemical Depot (UMCD) located in Umatilla County and Morrow County, Oregon. The UMCD officially closed on August 1, 2012, and the CDA is planning the development of the former depot in accordance with their completed Redevelopment Plan. The CDA is comprised of representatives from Umatilla County, Morrow County, the Confederated Tribes of the Umatilla Indian Reservation, Port of Morrow, and Port of Umatilla. The grant provides for the following: 1. Continued operations support for the CDA Office. The CDA is the designated Implementing Local Redevelopment Authority. 2. Contracted services with the Confederated Tribes of the Umatilla Indian Reservation Division of Science and Engineering for the provision of environmental support services. 3. Legal assistance for Economic Development Conveyance (EDC) transactional documents and related matters, and for issues related to environmental reviews and liability assessment associated with the EDC. The CDA hopes to negotiate and execute an EDC with the Army for the transfer of an estimated 12,300 acres, including easements, from the Army to the CDA by late 2017 or early 2018.
