Abstract

The purpose of the Advance Michigan Defense Collaborative proposal to the U.S. Department of Defense Office of Economic Adjustment (DOD-OEA) is to provide immediate and sustained assistance to firms and workers in a 13 county region in Southeast Michigan affected by reduced Department of Defense procurement and to coordinate assistance to organizations that promote research, industrial and talent development essential for the industry. Macomb/St. Clair Workforce Investment Board (M/SCWB) working on behalf of Macomb County Government, will manage and administer this initiative with assistance from the Workforce Intelligence Network (WIN) for Southeast Michigan. The Advance Michigan Defense Collaborative will: 1. (Organization) Sustain the Advance Michigan Defense Collaborative 2. (Connected Mobility) Support resiliency and capacity in autonomous transportation and connected mobility (particularly the electronics, sensors, and componentry sector) 3. (?Lightweighting? Materials) Support resiliency and capacity in lightweight materials manufacturing sector 4. (IT Systems) Support residency and capacity in information technology with a focus on increasing security and functionality of automated transportation systems and products The objective of this proposal is to develop a scalable and replicable response to fluctuations in defense procurement. This approach will: A. Assist dislocated defense contract workers and defense firms impacted by reduced defense budgeting and procurement; B. Emphasize identification and strategic alignment of partners and assets; C. Encourage supplier awareness and connection to contracting opportunities, particularly exports; D. Promote commercialization, talent development, and economic development related to key defense-relevant sectors (namely information technology, connected and automated vehicles and lightweighting. The linkages between the industry clusters work within this grant and the defense industry are direct ones as connectivity and automation are hallmarks of military vehicle land and robotics systems that are designed, prototyped, and sometimes produced in the region. The Transition Center for Defense-Dedicated Contractors will provide direct assistance to workers in the industry prior to layoff, keeping the talent and therefore the capabilities within the industry in the case that Defense work increases. The subtasks under this grant will not only provide diversification to the defense industry, but enhancement of technologies and firm capabilities in areas which will complement DoD emerging requirements.
