Fort Monroe

Abstract

FMA continues to struggle with issues not anticipated by the Reuse Plan when it was created in 2008 and not entirely within the Authority?s control. But for the assistance of OEA, the Authority would be unable to effectively manage the projects required to complete the property transfer. The following actions will be addressed and managed by FMA personnel through this six month extension: Environmental Carve-outs There are nine (9) remaining environmental carve-outs (ECO) that the FMA and the Department of Environmental Quality (DEQ) are cooperating with the Army to re-mediate and transfer to the Commonwealth of Virginia. The remaining nine (9) carve-outs account for approximately 42 acres of reversionary property and 9.366 acres of non-reversionary property. The last of the environmental carve-outs is expected to transfer to the Commonwealth in December of this grant term. National Park Service Expansion The NPS acquired approximately 120 acres of land at Fort Monroe. This property primarily includes the parade grounds in the inner fort and the northern property from Walker Airfield to just north of the RV Park. An easement over the Fortress area and part of the Historic Village is under development. The transfer of the additional 35 acres, the property east of Fenwick Road from the existing NPS property line in the north to the Finger Pier in the south and including the crescent-shaped parcel adjacent to the Fortress formerly the site of the Wherry Apartments units, appears to be held up in Congress and there is no anticipated date for this transfer to be complete.
