Camp Lejeune MCB and New River MCAS (JLUS)
Abstract
The county of Onslow is serving as the sponsor for the Marine Corps Base (MCB) Camp Lejeune and the Marine Corps Air Station (MCAS) New River Joint Land Use Study (JLUS), in partnership with the City of Jacksonville, the townships of Holly Ridge, Swansboro, North Topsail Beach, and Richlands. Technical support will be provided by MCB Camp Lejeune and MCAS New River. The JLUS represents a community-driven planning process among MCB Camp Lejeune/MCAS New River and the surrounding communities to: ? Promote compatible civilian development in support of military readiness and defense capabilities; ? Protect public health, safety, welfare, and quality of life; ? Promote the economic viability of the communities; and ? Foster continued communication among the installations and the surrounding communities to address compatibility issues. The study area will include the Military Mission Footprint area within Onslow County. The JLUS planning process will benefit both the military installations and the supporting communities by identifying areas where future land use conflicts might occur, and where mitigation strategies, ordinances, and future planning can be employed to counter possible incompatible civilian development. Compatibility challenges include development near the eastern and western installation boundaries that are affected by noise and range compatibility zones; Land uses that attract congregations of people under the Flight Path Overlay District; renewable energy development, such as wind and solar farms that may impact aircraft operations; and natural resource management (i.e. aquifer sustainment). JLUS project deliverables will include the JLUS Final Report and Implementation Plan, Public Participation Plan, and JLUS Project Overview for public distribution. The period for this project is August 1, 2017 to December 31, 2018.
