Riverbank AAP

Abstract

The Grant enables the City of Riverbank, as the recognized Local Redevelopment Authority, to carry out the 2008 River Bank Army Ammunition Plant Base Reuse Plan. The Reuse Plan contemplates the site as an economic development engine for the City of Riverbank clustered around new energy, recycling and other ?green? and sustainable technologies and businesses. The goal at build out is to house a mix of traditional manufacturing and new businesses along with an offering of small office suites and limited convenience retail primarily servicing the on-site population. Grant goals and objectives include: (1) Finalize and execute the key conveyance documents, including Memorandum of Agreement to the Economic Development Conveyance, deeds and bills of sale; (2) Continue work on the second Environmental Services Cooperative Agreement that remediates PCBs in occupied spaces, soil, and the storm water system; including consultation with regulatory agencies, development of the scope of work (technical specific action and requirements statement, or TSRS), and cost estimates; and, (3) Identify potential funding resources for planned improvements, associated with the Galbestos removal, including encapsulation of the superstructure and replacement of the siding and roofs contaminated by PCBs on the impacted buildings.
