DIA Program Evaluation supplemental

Abstract

On April 6, 2015, OEA released a Federal Funding Opportunity (FFO) announcing the opportunity to enter into a cooperative agreement to develop, test and carry out quantitative and qualitative methodologies to help OEA?s Defense Industry Adjustment (DIA) Grantees more effectively assess, evaluate and report the full effect of their projects. Research findings will primarily help current Grantees adjust their projects to achieve better outcomes and secondarily inform the design of OEA s program of financial and technical assistance. CREC was selected to carry out this work for FY 15-16 and FY 16-17. CREC is submitting this supplemental grant request to complete two activities outlined in CREC s FY 16-17 proposal: 1. to provide technical assistance to OEA grantees by supporting the efforts of a New England coalition to create a more formalized defense industry cluster and 2. to complete the FY 16-17 final report; research findings will primarily help current grantees adjust their projects to achieve better outcomes and report the full effect of their projects and secondarily inform the design of OEA s program of financial and technical assistance. This work supports OEA grantees who want to mitigate defense industry shortfalls and build an industrial base capable of advancing warfighting capabilities.
