Washington State Guidebook on Military and Community Compatibility

Abstract

The Washington State Department of Commerce (Commerce) seeks OEA funding to implement elements of the Washington State Military and Community Compatibility Strategy (2017). The strategy serves as the agency’s implementation and sustainment plan for engagement on the subject of civilian-military land use, outlining pathways for Commerce to integrate compatibility efforts within its outreach and technical assistance programs. The primary goal of this proposal is to produce a Washington State Guidebook on Military and Community Compatibility (Guidebook) as a resource to interested stakeholders and a tool for Commerce as it strengthens its engagement and technical assistance capacity for compatibility topics. The purpose of the Guidebook is to promote forms of development that are compatible with military mission requirements, in accordance with the state’s Growth Management Act (GMA). Development of the Guidebook will involve stakeholder engagement to scope and inform material content, revise draft components, and facilitate increasingly effective communication on compatibility issues. The objectives of the Guidebook are to: 1. Raise awareness of the importance of civilian-military compatibility and collaborative planning. 2. Present a non-technical introduction for the topic of military and community compatibility that is accessible to a broad audience. 3. Provide technical guidance that cities and counties can integrate into land use processes, plans, and regulations. 4. Highlight case studies, sample policy language, communications resources, and other tools or strategies available to support compatible development practices. 5. Provide a reference guide with resources to foster effective communication.
