Nellis AFB Installation Complex (JLUS)
Abstract
Clark County, Nevada is proposing to conduct a Joint Land Use Study (JLUS) for the Nellis AFB Complex with support and cooperation from the City of North Las Vegas and Lincoln County. The purpose of this JLUS is to create a community-driven, cooperative, strategic planning process between Nellis AFB and the surrounding communities to: 1) Promote community development that is compatible with the military training, testing, and operational missions; and 2) Seek ways to reduce operational impacts on adjacent lands. The goal of the JLUS is to encourage local governments, together with the State, to work closely with the military installation to implement measures that prevent the introduction of incompatible civilian development that may impair the continued operational utility of the military installation, and to preserve and protect the public health, safety, and welfare of those living near an active military installation. The funds provided in this grant will allow the community to collaborate with the military to help ensure land uses adjacent to the installation complex are compatible with continued operations, functions and missions at the installations. Encroachment concerns that could result in restrictions on training requirements include 1) urban development; 2) increased noise complaints from residents; 3) increased civilian trespassing; 4) increased traffic from transportation infrastructure improvements and extensions impacting military convoys; 5) increased airspace, light, and frequency spectrum encroachment resulting in additional restrictions on flight paths, types, timing, and frequency of operations, and future technology and training requirements; 6) vertical obstructions interfering with flight training and operations; 7) incompatible regional transportation improvements to support urban growth; 8) anti-terrorism/force protection along the southern boundary of Creech AFB; and 9) wild fires on U.S. Bureau of Land Management lands adjacent to the NTTR. Expected deliverables include a final JLUS report, JLUS implementation plan, public participation plan, and four-page project overview for public distribution.
