Aberdeen Proving Ground (JLUS)

Abstract

This application represents continued implementation strategies to address critical recommendations from the Aberdeen Proving Ground (APG) Joint Land Use Study (JLUS). The JLUS identifies critical encroachment recommendations associated with the following compatibility areas with high-priority recommendations: communication and coordination, operational noise, and adjacent land uses. To date, implementation efforts have focused on ensuring conformity between plans underway for the Edgewood Village area and the overlay zones from the December 2015 APG JLUS. JLUS-related requirements for more active regional master planning, overlay assessments, and zoning enhancements, in conjunction recommendations from the Edgewood Village planning effort that envisions transit-oriented development (TOD) development, guide the scope items in this grant application. The major JLUS recommendations addressed in this implementation application are: • an economic impact study of APG South (Edgewood area) mission growth associated with APG’s CBRNE mission (and how it impacts community planning) • a study on beneficial reuse of dredge material to build coastal resiliency, address anti-terrorism/force protection (AT/FP) issues, protect mission infrastructure, and study Clean Water Act implications of sediment/nutrient accretion in the Susquehanna delta, adjacent to the APG North ranges • continued development of regional JLUS communication/coordination tools, including a four-part video series and a web-based repository for JLUS information
