SUBASE New London (JLUS)
Abstract
In December 2017, the Southeastern Connecticut Council of Governments (SCCOG), six of its municipalities (Town of Groton, City of Groton, New London, Waterford, Ledyard, and Montville), and the US Naval Submarine Base New London (SUBASE) completed a Joint Land Use Study (JLUS) . The JLUS recommended a series of strategies intended to ensure the lasting compatibility of the SUBASE and the surrounding municipalities. The JLUS participants have now formed an Implementation Committee and have identified a two-part project as their first implementing action: 1. Study the land use, zoning, traffic and economics of those potential land uses of the area(s) directly abutting and surrounding the SUBASE. This would include land along Route 12 (corresponding with the corridor study listed below), Crystal Lake Road, and the land in which both the SUBASE and Navy housing is currently located. The product would be recommendations for revisions to zoning map, zoning regulations, and roadway design options to improve access to SUBASE. 2. Examine the potential for greater transit access by preparing a feasibility analysis for a bus or shuttle transportation route in Groton between downtown Groton (Route 1 shopping plazas), to the SUBASE, General Dynamics/Electric Boat, and other employment centers and higher density housing areas. The product would be development of transit service concepts, service and operation plans, service cost, location of possible transit hubs.
