Commonwealth of the Northern Mariana Islands Grants Management Capacity Building and Enhanced Grants Performance

Abstract

In response to the unprecedented nature and magnitude of the Department of Defense basing actions proposed for the Commonwealth of the Northern Mariana Islands (CNMI or Commonwealth), the protracted DoD period of engagement, the scarcity of resources to sustain and / or mitigate impacts associated with the proposed DoD programs, and the passage of H.R. 5515 by U.S. House of Representatives; enhancing grants management is warranted. Enhancing the Commonwealth’s grants management and performance; a major objective, will enable the Commonwealth to more effectively and strategically leverage grant resources, which lead to significant and tangible outcomes for all island stakeholders, inclusive of the Department of Defense. Enhancing the Commonwealth s grants management and performance is paramount; given the strategic importance of the Department of Defense proposed programs for the Commonwealth, which enhance and ensure Department s resiliency in the Indo-Pacific Area of Responsibility.
