Resiliant Sustainable Islands Management Plan
Abstract
In response to the unprecedented nature and magnitude of the Department of Defense basing actions proposed for the Commonwealth of the Northern Mariana Islands (CNMI), the protracted DoD period of engagement, the continuum of economic activity ranging from boom-bust-boom, the daily challenge to deliver government services to the CNMI citizens, and the passage of H.R. 5515 by U.S. House of Representatives; a structured analysis and decision making methodology is warranted. The Resilient Sustainable Islands (RSI) Management Plan (MP) will entail detailed analysis, extensive and ongoing interactions with all stakeholders; inclusive of the Department of Defense, Federal Agencies and / or Departments, and the citizens who make the islands their home. This interaction will help identify long standing systemic challenges, formulate alternatives to be assessed, and find viable and responsive solutions that are broadly supported. The RSI MP and the Whole of Government initiative will: enhance communications, between all stakeholders, inclusive of DoD; ensure the Commonwealth’s equities are represented, inclusive of an Economic Adjustment Committee (EAC); enable the Governor, the CNMI Legislature, and the Mayors to make informed decisions on behalf of the Commonwealth; enhance community outreach, awareness, and ownership, and build island consensus or ownership of outcomes. Enhancing the Commonwealth s analytical decision making and responsiveness is paramount; given the strategic importance of the Department of Defense proposed programs for the Commonwealth, which enhance and ensure Department s resiliency in the Indo-Pacific Area of Responsibility (AOR).
