Abstract

Long-Range Planning to Mitigate Compatibility Issues Related to Expansion of Submarine Shipbuilding in Southeastern Connecticut: Regional Land Use and Transit Strategies This amendment seeks funding to address larger concerns about increased economic activity expected in the region over the next 20+ years spurred by higher levels of submarine construction, U.S. Navy pre-commissioning work, and training at Electric Boat (EB) and the SUBASE that may strain the region s housing supply, public transit system, and roadways relied upon by commuters and suppliers. If not planned for, new housing developments could unintentionally create compatibility issues that would hamper the mission of the SUBASE due to general traffic congestion in the immediate area, as well as higher traffic loads on CT Route 12, where a safety arc crosses a once lightly-traveled roadway. A consultant will be competitively selected to document the expected increase in staffing in southeastern Connecticut related to submarine construction and pre-commissioning at Electric Boat and the Naval Submarine Base New London from 2018 ("current") to 2038. Given these projections, a. Estimate increase in demand for housing and assess likely distribution of new housing construction in and outside the southeastern Connecticut region. b. Estimate additional burdens to the region s roadway and transit systems as a results of additional work-related travel. c. Develop recommendations for the type, quantity and location of new housing that would help to meet demand for housing and the ability of the private market to provide this type of housing. Identify critical areas where housing development should be limited to prevent encroachment on military activities and critical infrastructure. d. Revise the 2016 Southeast Area Transit Study Expansion "C" plan, which details recommended improvements to the regional transit system, to accommodate additional demand generated by expanding activity at Electric Boat, the SUBASE, and local Groton area, and to shift travel from personal vehicles to transit where possible to reduce congestion impacts on corridors important to Electric Boat and the SUBASE.
