Roosevelt Roads NS Puerto Rico
Abstract
The Local Redevelopment Authority for Roosevelt Roads (LRA-RR) seeks OEA assistance to carry out its responsibilities to operate, maintain and administer land and facilities of the former Naval Station Roosevelt Roads which include security, management and coordination of infrastructure and utilities improvements, administration of piers, management of leases and community relationships. Specific tasks include: 1) legal; 2) project management; 3) financing and underwriting; 4) engineering and planning; 5) environmental; 6) energy; 7) maritime; 8) public relations and communications; 9) Promise Zone; 10) auditing; 11); information technology, and 12) accounting systems. OEA assistance to the LRA-RR benefits DoD by allowing it to execute revenue-generating redevelopment activities which in turn provides revenue to the US Navy in accordance with terms of the Economic Development Conveyance. Additionally, it will allow the LRA-RR to accept the final US Navy properties, allowing the US Navy to avoid caretaker expenses.
