DIA Program Evaluation Phase 3 Supplemental

Abstract

This cooperative agreement will continue our work to develop quantitative methodologies to help OEA’s DIA grantees more effectively assess, evaluate and report the full effect of their projects. Research findings will 1) help current grantees adjust their projects to achieve better outcomes, 2) inform the design of OEA s program of financial and technical assistance and 3) inform CREC’s FY 17/18 final report to OEA. This request is for support for a 2-month extension through to October 2018 of CREC’s Phase III work, to continue the scope of work that is included in our FY17-18 cooperative agreement with OEA, but with a clearer focus on aligning that work with the National Defense Strategy that was released within the mid-year of the cooperative agreement. To be more specific, we have recently modified our approach to capture the quantitative impact of the DIA program overall with a more direct tie to the value of the program to the Department of Defense. The work that we plan to do in September and October are within our approved scope of work in the FY 17/18 cooperative agreement but place more emphasis on quantitative measures associated with the National Defense Strategy.
