Abstract
Mission installation compatibility with renewable energy development is the goal of this project. The intent of Phase I of this project in Northern California is to have a better understanding of what is available for alternative energy development using both intersect and gap analysis with operational military influence areas to proactively define where appropriate early consultation with Department of Defense (DoD) should occur and enable that coordination through an easy to use process and tool. The project will identify and evaluate federal, state, and local permitting and siting processes for renewable energy projects, enhance current data and collect new data and mapping of on and offshore military testing and training areas, as well as areas identified for renewable energy development by local and state agencies. The project will develop an online mapping tool to assist in consultation with DoD for including early identification of compatibility issues related to siting energy projects in order to prevent adverse impacts to DoD’s test, training and military operations and from radar interference from utility-scale wind turbines; low level flight obstructions associated with tall structures; electromagnetic interference from high voltage electrical transmission lines; and glint and glare impacts to flight operations associated with solar photovoltaic arrays or power tower projects. The project will build upon past OEA-funded efforts but not duplicate efforts of existing Joint Land Use Studies or other OEA-funded projects. The development of the California Military Energy Opportunity Compatibility Assessment Mapping Project (CaMEO CAMP), along with a California Military and Energy Land Use and Permitting Summary Report, are proposed deliverables for this project. These are designed to address the need and identify areas of concern and areas of opportunity to provide for compatible development and to help achieve shared energy development and security goals with a value to DoD of supporting the current testing and training that occurs in the southwest region of the United States, and allowing for possible future expansion of 21st century testing and training needs in the state.
