USAF Academy/Peterson AFB/Schriever AFB/Fort Carson JLUS Implementation

Abstract

The Pikes Peak Area Council of Governments (PPACG) completed a Colorado Springs Regional Joint Land Use Study (JLUS) in December 2018, resulting in a list of recommended implementation strategies and actions including identified lead and supporting jurisdictions/agencies/organizations. This grant funded planning effort focuses on carrying out the highest priority recommendations and strategies from the December 2018 JLUS. The funds provided in this grant allow PPACG and local stakeholders to continue collaborative partnerships with Air Force Academy, Fort Carson, Peterson Air Force Base (including Cheyenne Mountain Air Force Station), and Schriever Air Force Base, to ensure land uses are compatible with military operations. These efforts will help to ensure the readiness and sustainability of the military installations by: 1. converting incorporating compatibility in updates of local comprehensive plans, local zoning codes, and ordinances; 2. improving public and local stakeholder understanding of land use compatibility and military operations by developing informational resources on websites and handouts; 3. developing sub-area plans to address land use incompatibility; 4. developing acceptable Real Estate Disclosure language for use by real estate professionals, developers, and relevant jurisdictions; and 5. assisting local jurisdictions and conservation stakeholders with identifying and executing actions to establish installation buffers. The key deliverables from this planning effort include the following: 1) Military Information Brochures for Public Distribution, 2) Regional Energy/Radar Site Mapping, 3) Peterson Air Force Base Sub-area plan/mapping 4) Air Force Academy Sub-area plan/mapping, and 5) Standardized real estate disclosure language.
