Pine Bluff Arsenal (CU)
Abstract
Pine Bluff Arsenal is a United States Army military installation located in Jefferson County, Arkansas, in the southeast region of the state. Approximately 850 government and contractor personnel work at the Arsenal, making it one of the top employers in the region. Its core mission includes critical manufacturing capability, storage, and maintenance for non-lethal ammunition and chemical-biological defense equipment. The Arsenal’s products are task-critical assets in over 48 Operational Plans used by six Unified Combatant Commands throughout the world. The Arsenal is the sole producer of many of these items and therefore provides critical infrastructure and capability for the Department of Defense. Today, the Arsenal faces a number of compatibility and encroachment issues that is likely to impair the continued operational utility of the Arsenal and its tenant’s mission. Environmental permitting and natural resource compatibility is critical to the Arsenal’s mission as it requires air permit sources under its Title V Air Permit and possesses multiple Resource Conservation and Recovery Act (RCRA) Hazardous Waste-permitted facilities to sustain its industrial capability. Surrounding land is mostly unincorporated and undeveloped with sparse residential properties, agriculture, and industrial tracts. No specific zoning, land restrictions, or regional planning guidelines are in place to promote compatible development near the Arsenal. The proposed Compatible Use Plan would provide the necessary analysis to help community leaders make informed decisions to protect military operations at the Arsenal while still promoting compatible economic development.
