Abstract

Jo-Carroll Depot Local Redevelopment Authority Project and FY2019 Work Plan Abstract The LRA is seeking a grant from OEA to perform critical investigations that will define and refine requirements to enable decision making related to developing a reuse plan for Parcel 20. The critical studies include: • • Bathymetry, dredging, and hydraulics (silting, navigational channels, dredge spoil disposal, water flow, volumes adjacent, upstream and downstream of Parcel 20). It is anticipated the Bathymetry, dredging, and hydraulics will take approximately 3-6 months for a final report • Transition Planning: A transition plan for the analysis of potential transfer of the oversight and management of ongoing Jo-Carrol Depot LRA responsibilities to the Upper Mississippi International Port District; analysis to include assets and liabilities, recommendations for leadership transition and structure, and the development of a draft financial plan moving forward The LRA is also requesting administrative and contractual support to assist in the continued redevelopment of the former Savanna Army Depot Performing these critical investigations will allow the LRA to accept this parcel therefore allowing the Army to move forward with their disposal process, transferring approximately 132 acres off Army ledgers and saving Department of Defense resources. It also provides the potential for profound impacts and benefits to the surrounding communities. Access to this parcel may allow the community to reshape the outcome of what has been a very slow and painful cleanup process and provide for a larger development opportunity. These investigations are required to understand the bathymetry, hydraulics and dredging concerns that redevelopment of parcel 20 requires. Review of Army prepared wetland and threatened and endangered species reports will also be required. The LRA and Army are currently collaborating regarding additional Army studies pertaining to additional Wetlands and Threatened & Endangered species information
