Grant Management Capacity Building and Enhanced Grant Performance

Abstract

In response to the unprecedented nature, magnitude, evolving, and protracted Department of Defense realignment actions proposed for the island of Guam that are paramount to Department of Defense readiness and operations in the Western Pacific theater of operations, the grant enables the Government of Guam to pursue a whole of government grant management strategy that leverages limited and / or scarce resources to mitigate impacts associated with the Department of Defense programs. Enhancing the Government of Guam’s grant management and performance will enable Guam to more effectively and strategically leverage scarce grant resources, which lead to significant and tangible outcomes for all stakeholders; inclusive of the Department of Defense. This is vital to sustaining Guam’s strategic and operational value to the Nation.
