Commonwealth of Virginia (IR) - Phase IV- Cybersecurity and Workforce
Abstract
The Commonwealth of Virginia continues to work with defense companies to ensure compliance with DFARS requirements and to address the maritime infrastructure to ensure it can support the needs of the Navy in the future. This grant will provide for a process to assist defense companies to comply with requirements of DFARS 252.204-7012 for Management Systems to Safeguard Covered Defense Information and Cyber Incident Reporting. This model will provide a method for improving compliance of Virginia companies in the DOD Supply Chain, particularly for those small to mid-sized companies most at risk. The program will provide the leverage necessary to get these companies moving more significantly toward compliance to protect these revenues and potentially provide a competitive advantage to help drive growth. The program goals align with the economic development goals of the Commonwealth and can provide effective leverage for existing funding streams to strengthen our market position in this key growth market while protecting our current strong position as the leading provider of services to DOD. The grant will also support a new initiative in Hampton Roads to address the Maritime Industrial base Ecosystem (MIBE). The MIBE collaboration will address an inventory of needs for public/private shipyard facilities, workforce improvement, and supply base capability enhancement – each to be infused with advanced technologies, to deliver improvements. These needs will align with the National Defense Strategy and its imperatives, through use of mission engineering/integration planning precepts. DoD will benefit from these efforts by ensuring defense companies, especially small businesses, comply with federal regulations and protect personal, financial, corporate and intellectual property from the continued escalation in risk of attack, breach and / or compromise. This model will provide the leverage necessary to get these companies moving more significantly toward compliance to protect these revenues and potentially provide a competitive advantage to help drive growth. The program goals align with the economic development goals of the Commonwealth and can provide effective leverage for existing funding streams to strengthen our market position in this key growth market while protecting our current strong position as the leading provider of services to DOD. The Navy will benefit from these efforts based on MIBE deliverables of technology-based solutions for facilities, workforce, and supply base improvement that can be distributed throughout Hampton Roads, and designed to serve as a model for replication by regions like Hampton Roads with major naval and maritime footprints. The concept will invigorate the region’s economy by helping ensure a naval fleet that is ready, relevant and sustainable; secure Hampton Roads’ status as a national center of excellence for shipbuilding and repair, with unmatched capacity and flexibility.
