Financial Impact Assessment Study Update

Abstract

In response to the unprecedented nature, magnitude, evolving, and protracted Department of Defense realignment actions for the island of Guam that are paramount to Department of Defense readiness and operations in the Western Pacific theater of operations, the program of assistance enables the Government of Guam to conduct and produce a Government of Guam Financial Impact Assessment Study Update that informs and enhances the Government of Guam’s ability to strategically focus and leverage limited and / or scarce resources to mitigate impacts associated with the Department of Defense programs. Understanding the financial assumptions and findings in the Government of Guam 2009 and 2010 financial and fiscal studies/reports, developed during the planning phase of the program, and assessing the financial assumptions and findings against the current conditions (implementation phase); coupled with recent contextual events (recent Federal Tax Code changes, recent Federal immigration policies and their impacts on the application or use of H2B foreign workers on Guam, etc.) will inform and enhance the Government of Guam’s ability to more effectively and strategically focus and leverage scarce resources, which lead to significant and tangible outcomes for all stakeholders; inclusive of the Department of Defense. Stable financial conditions are critical to sustaining Guam’s strategic and operational value to the Nation.
