Abstract

As the home of C-130 Combat Airlift, Little Rock Air Force Base (LRAFB) is the only C-130 training base for the DOD, training C-130 pilots, navigators, flight engineers and loadmasters from all branches of the U.S. military and 28 allied nations. As part of Air Mobility Commands Global Reach airlift capability, the 19 AW’s fleet of C-130 aircraft tasking requirements range from supplying humanitarian airlift relief to victims of disasters to airdropping supplies and troops in the heart of contingency operations in hostile areas. To meet mission and training requirements, the LRAFB requires a vast Military Training Route (MTR) structure with the majority being slow routes (SR) as these routes prepare crews in how to employ the C-130. These routes are slower and lower than other MTRs. LRAFB pilots also conduct daily training operations at regional drop and landing zones. These practice exercises include air dropping of sandbags, boxes, heavy equipment, and personnel. The Base is the 7th largest employer in Arkansas and is responsible for generating 469 million dollars annually. The Base employs over 7,000 military and civilian personnel and has over 12,000 individuals on the Base daily, counting spouses and dependents. The Cities of Jacksonville and Sherwood’s ordinances currently allow residential areas within the APZs which is inconsistent with the 2011 LRAFB AICUZ study. Areas outside of the municipalities within Pulaski County currently have no development restrictions within the AICUZ footprint. Existing and future incompatible development in the AICUZ footprint could result in significant adverse effects on the installation and surrounding community if an aircraft were to have an accident during approach or takeoff. The local community is concerned with balancing the need to attract development in order to improve local economic conditions while ensuring new development does not compromise the overall mission viability of LRAFB. The proposed Compatible Use Plan would provide the necessary analysis to better inform community and state leaders regarding current and future land use decisions and help mitigate encroachment impacts on military training and operational readiness while still promoting compatible economic development.
