State of Alaska - IR Supply 2019
Abstract
Despite representing a large share of the state’s economy, policymakers and economic actors have a poor understanding of Alaska’s defense sector. The University of Alaska Center for Economic Development (CED) proposes a multi-pronged effort to build a knowledge foundation for better understanding and supporting the state’s defense sector, and to enhance the resiliency of the defense supply chain against fluctuations in defense spending. First, the project includes a supply chain analysis to provide an in-depth characterization of Alaska-based prime contractors, subcontractors, and critical supply chain linkages. It will also provide a greater understanding of Defense (DoD) and Homeland Security (DHS) procurement trends in the state, so vendors can better serve these needs. The second component will be a business survey of defense suppliers (prime and subcontractors) to better understand obstacles they face and areas in which they need assistance. Third, CED will develop an economic asset map that analyzes and describes the “building blocks” that can be leveraged for defense industry-related strategic planning at the state level. Fourth, economists at the Institute for Social and Economic Research (ISER) will conduct community-level economic impact analysis to measure the effect of past changes in DoD or DHS spending. This will help local governments and other actors better understand their vulnerabilities to such events. Finally, recognizing the need to increase statewide awareness of the economic importance of the defense industry, these reports will be accompanied by a robust communications and stakeholder engagement strategy. The net result of all of these activities will be new foundational knowledge and awareness to greatly enhance the state’s capacity to support defense-dependent communities and the firms themselves, and a more resilient defense supply chain that is better able to withstand fluctuations in defense spending.
