Abstract

In response to the unprecedented nature, magnitude, evolving, and protracted Department of Defense realignment actions proposed for the island of Guam that are paramount to Department of Defense readiness and operations in the Western Pacific theater of operations, the grant enhances the Office of the Governor ability to serve more effectively as the central clearinghouse on all Federal actions that are related to the Department of Defense realignments and buildup on Guam. In addition, the grant enables the Government of Guam to pursue a whole of government approach that leverages limited and / or scarce resources to mitigate impacts associated with the Department of Defense programs, for the benefit of all stakeholders, inclusive of the Department of Defense. The Office of the Governor and the Government of Guam’s responsiveness directly enhances the Department of Defense operations and readiness, which ensures Guam’s strategic value to the Nation is sustained.
