DIA Program Evaluation Phase 4 (RTA)

Abstract

This cooperative agreement will develop, test and carry out quantitative and qualitative methodologies to help OEA’s Industry Resilience grantees more effectively assess, evaluate and report the full effect of their projects. Research findings will primarily help current grantees adjust their projects to achieve better outcomes and secondarily inform the design of OEA s program of financial and technical assistance. The awardee will employ a combination of descriptive analysis, quantitative research, and evidence-based evaluation to 1) demonstrate the impact that the Industry Resilience program has had on supply chain resiliency, cyber resiliency, and readiness in the states and regions that have received funding; 2) assess ways to improve the impacts that program recipients have in achieving the DoD’s objectives; 3) have more information to guide new grantees in working more effectively with the private sector; and 4) capture the institutional knowledge to enhance future industrial resiliency activities required by the DoD. The program provides technical resources for communities as force multipliers working in partnership with the private sector to improve efficiencies, ensure readiness, and foster new technologies in the production of goods and services that support the warfighter.
