State Role in National Defense - Phase I
Abstract
The National Governors Association Center for Best Practices (NGA Solutions) will launch a new project with the Department of Defense’s Office of Economic Adjustment (OEA) through this cooperative agreement. The purpose of the project is to provide governors and state governments with guidance on their role in national defense. NGA Solutions will take the information presented in OEA’s “Defense Spending by State” report and help governors and states to create and implement strategic action plans in support of the national defense mission. Through this project, NGA Solutions will increase states’ understanding of national defense and how they can enhance DoD’s mission. This may be through better assisting military communities in states or implementing smarter approaches with the defense industry. This project will hold a series of four regional workshops that bring together governors’ offices, senior state officials, the Department of Defense, and national defense experts. The workshops will allow governors offices’ and states to learn best practices and give them opportunity to conduct strategic planning based on that education. Potential policy outcomes may include drafting Executive Orders and legislation, launching statewide programs, and or implementing other policy initiatives. NGA Solutions and OEA will also release a series of reports which will capture important initiatives and lessons learned on the state role in national defense. Altogether, these reports and technical assistance will support governors and states in their efforts to implement action steps and achieve measurable policy outcomes.
