Pensacola NAS (JLUS)

Abstract

Escambia County, Florida is requesting an 18-month grant from the Office of Economic Adjustment to conduct a Compatible Use Plan as an update to is 2003 Joint Land Use Study. The County seeks to review and address issues related to encroachment and non-compatible land uses in the area surrounding NAS Pensacola. Specifically, growth issues in Escambia County include urban development in proximity to the base, traffic congestion around the base, noise associated with flight operations and testing, and marine environmental issues. The Compatible Use Plan (CUP) will provide the necessary analysis to help community leaders make informed decisions to protect military operations at NAS-Pensacola while still promoting compatible economic development. A Compatible Use Plan will support the National Defense Strategy by identifying, mitigating and preventing incompatible land uses, thereby supporting the continued operation and sustainment of the Naval Air Station Pensacola mission. The Compatible Use Plan, and the dialog necessary to develop it, will enhance the partnerships between Escambia County, the City of Pensacola and other stakeholders with the installation and enable the development of reasonable and consistent strategies to support compatible land uses into the future. Deliverables for this project will be the draft CUP, Final CUP, an Implementation Plan, a Stakeholder and Public Engagement plan, and a CUP Project Overview for public distribution, and geospatial data. Escambia County anticipates the grant to begin January 1, 2020.
