State of New York Supply Chain Resiliency Phase 2
Abstract
Due to uncertainty in the defense manufacturing sector created by the Budget Control Act of 2011, and continuing until present, Defense manufacturers in New York have been under unusual economic pressure. In order to respond to these economic pressures most firms are seeking to become more resilient by modernizing equipment, processes, and systems. Cybersecurity is one of the greatest modernization areas of need for these small to mid-sized businesses. Beginning in December 2017, DoD contractors were required to achieve cybersecurity standards specified in the Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.204-7012. Failure to achieve these specified cybersecurity standards meant that businesses could not be awarded any DoD contract until the standards were met. Grant funding will be used to support the defense industrial base in New York State through the recruitment, education and technical assistance for defense suppliers (contractors and subcontractors) in achieving compliance with DFARS 252-204-7012 security control requirements. Empire State Development - Division of Science Technology and Innovation (ESD-NYSTAR) will use a sub-recipient to conduct a series of workshops across the state to provide education and identify small and medium size defense dependent companies needing cybersecurity assistance. The ESD-NYSTAR team will conduct assessments and gap reports and complete system security plans for select qualifying companies. This grant will benefit DOD by providing assistance to small and medium size companies within defense supply chain. Many of these companies are at risk of not meeting the DFARS 252-204-7012 cyber security standards and they need this assistance to continue to work as DOD contractors. This grant will benefit DOD by providing assistance to small and medium size companies within the defense supply chain and ensure that it is resilient to fluctuations in defense spending. This intent of work under this grant is to ensure a more resilient supply chain in the defense manufacturing sector for the Department of Defense while also increasing economic activity in this sector for the citizens of New York.
