Abstract
The 7th Bomb Wing s mission is to provide overwhelming long?range strike within hours anywhere in the world. It is also charged with producing combat?ready aircrews in the Air Force s only B?1B formal training unit. In addition, the 7th Bomb Wing provides host?unit support for the 317th Airlift Wing, also stationed at Dyess AFB. The mission of the 317th Airlift Wing is to transport personnel and equipment into combat zones. The 317th Airlift Wing is often involved in humanitarian disaster relief and emergency evacuations of American nationals from troubled areas around the world. The 7th Bomb Wing performs combat training with its 33 assigned B?1B Lancer Bomber aircraft. The 317th Airlift Wing uses its 27 assigned C?130J Super Hercules aircraft to perform airlift missions. Because Dyess’ runways are bordered by small municipalities and unincorporated land, it is essential that the associations and recommendations fostered and promulgated by the recently completed Joint Land Use Study (JLUS) be leveraged to ensure unencumbered air operations for the long-term future of Dyess AFB. In addition, Dyess has been identified to receive the new B-21 bomber, therefore, continuing the JLUS process to help keep air operations viable at Dyess will remain of the utmost importance to national defense. The City of Abilene, TX which sponsored the JLUS for Dyess AFB, seeks additional technical and financial support from the Office of Economic Adjustment in order to carry out select recommendations from the 2018 Study. Activities proposed during the grant period will include: (1) Review and revise local government comprehensive plans incorporating recommendations from the study to include zoning ordinances related to promoting and protecting future compatible use related to Accident Potential Zones, height restrictions and nose contours; (2) Establishing a GIS database for local governments as a tool for assessing current and future development that could impact the mission at Dyess AFB; and (3) The development of outreach and educational materials related to types of compatible uses around Dyess AFB and an online guide to developers and the general public as to best methods to reduce interior nose levels. These efforts are expected to enable Abilene, as well as our small, neighboring municipalities and county governments and partners to mitigate or prevent incompatible uses that could circumscribe current and future aviation operations and training at Dyess AFB.
