NB Kitsap Bremerton Implementation 1

Abstract

The City of Bremerton is requesting a Compatible Use Planning Grant to prepare a Joint Compatibility Transportation Plan to address development, traffic, and parking issues associated with Naval Base Kitsap – Bremerton (NBK) and the City of Bremerton. This approach is supported by the Joint Land Use Study for Naval Base Kitsap and Naval Magazine Indian Island, completed in September 2015, which established that heavy traffic surges, traffic congestion, and parking conflicts are a major issue for both the City and NBK, and identified a comprehensive traffic study as a high priority strategy to preserve the joint compatibility of the City and NBK. The purpose of the study and development of the Joint Compatibility Transportation Plan is to: • Inventory existing conditions and identify parking, active transportation, and capacity issues; • Develop plans to address and prioritize solutions to resolve those issues; • Evaluate options for mitigating off-base transportation and parking demands; • Develop an implementation strategy with prioritized improvements.
