Commonwealth of Massachusetts - UMass Lowell Phase II

Abstract

Since the enactment of the Budget Control Act 2011, Department of Defense spending decreased by $119B from Fiscal Year 2012 to 2018. As a state with the ninth-largest amount of defense contracting activity in the nation, Massachusetts and its corresponding defense supply chain, are particularly vulnerable to these decreases and subsequent fluctuations. To ensure resilience in the supply chain in this environment, the Commonwealth of Massachusetts, via the University of Massachusetts Lowell, will continue implementing a plan that was developed with OEA funding from a previous State (UMass Lowell and MassDevelopment) grant. UMass Lowell will carry out a series of activities to strengthen the ability of innovation-based companies to endure continuing uncertainty in defense spending. Funding will also be used to further implement workforce development activities that promote industry resilience through the training of "next generation technicians" in advanced manufacturing technologies.
