Camp Grayling/Alpena CRTC Implementation

Abstract

The Camp Grayling Joint Maneuver Training Center (JMTC)/Alpena Combat Readiness Training Center (CRTC) Joint Land Use Study completed in 2019 identified many issues and concerns from the communities as well as the military. In order to mitigate concerns, prevent future encroachments from occurring and develop a collaboration among groups, implementation of the selected top priority strategies is critical. The following strategies, selected by the Policy Committee, are proposed for implementation funding for Phase One of the implementation program: 1) Establish a collaborative effort between Camp Grayling JMTC/Alpena CRTC and surrounding communities and develop a sustainable Communication and Outreach Program (top priority). Many of the public misconceptions would be avoided if open communication and factual information was maintained; (2) Implement Overlay Zones. In order to address noise issues, an important implementation strategy desired by the committee is the development and adoption of overlay zones that would assist to mitigate noise issues and concerns that arise from flying over homes; (3) Update of the Grayling Area Transportation Study. Impacts to area roads in the Grayling area has been an increasing concern occurring from the increased training activities at the Camp Grayling JMTC and has been an ongoing issue for many years. Due to the increase in the military training exercises and use of the area transportation system, the 2007 study is in need of updating. Benefits to the Department of Defense of updating the Grayling Area Transportation Study will increase the public’s acceptance of the activities occurring. Reduced conflicts will result between the military and communities by opening communication and providing a forum for open communication, resolution of current issues and prevention of future potential incompatible uses. Community trust of the Camp Grayling CRTC will be restored as issues and longstanding concerns are addressed. An updated Grayling Area Transportation Study will provide the necessary information to securing funding to address the issues regarding impacts to the transportation system from the increased military activities as well as public use. Improving the Grayling Area Transportation System will improve traffic flow in and around the Camp Grayling JMTC, City of Grayling and Grayling Township; reduce roadway congestion and prevent further impacts to roads from increased military and civilian activities. Both the military operations and civilians will derive mutual benefits from implementing the recommended road improvements.
