San Diego Region Military Installation Resilience

Abstract

The San Diego Association of Governments (SANDAG) is undertaking the San Diego Region Military Installation Resilience project. The project aims to: (1) add installation resilience components to work underway on the Central Mobility Hub in the San Diego region and (2) establish a process for providing a replicable framework with dependable and consistent data to incorporate into the regional plan and military installation planning efforts. The focus of this effort will be for the Central Mobility Hub and regional data sharing framework, focusing on collaboration between local jurisdictions and Naval Bases San Diego, Coronado, and Point Loma. It is imperative that local jurisdictions coordinate with Naval installations to enhance resilience and minimize any potential impacts to military operations to ensure sustainment of military readiness. The impacts of climate change make assets vulnerable both on- and off-base and can threaten the safety and security of everyone they serve. The proposed project will assess vulnerabilities within the project area such as sea level rise, wildfires, supporting land uses and their potential impacts on mission readiness; and develop strategies to address these vulnerabilities. Additionally, this project will enhance collaborative efforts between state and local governments with military installation by developing data-sharing guidelines that will encourage effective transportation systems coordination to minimize impacts on military operations.
