Commonwealth of Virginia - Energy Study

Abstract

The Commonwealth of Virginia continues to work with the military installations, in Virginia and other states that utilize the training ranges, on encroachment, resilience, and partnership opportunities. As Virginia is accelerating its transition to clean energy in order to take the lead among the states in fighting climate change, it is essential that we find a way to address clean energy and military readiness as mutually supporting goals. This project will protect critical military training routes and ranges and support compatible development by providing processes and a Commonwealth supported model to identify possible impacts early in the planning and project development cycle. By providing energy project developers a way to examine and plan for impacts at the beginning of projects and providing mechanisms for identifying and interacting with military commands potentially impacted, informed decisions can be made as to the viability of projects. Mitigations may be integrated into the projects from the beginning as opposed to added at the end when there are fewer planning options. Additionally, projects which significantly impact military testing, training and operations, will be identified early. This will allow companies to develop alternate planning – prior to incurring the large expenses associated with land acquisition, permitting, and planning. The DoD, both in Virginia and the other states that utilizes the training routes and ranges, will benefit from this effort by the Commonwealth developing the processes legislative actions and tools that result in effective collaboration, early engagement and dialogue among the Commonwealth, DoD and energy developers to ensure proposed energy projects may proceed without compromising the DoD missions.
