NWS Earle - Phase 3

Abstract

Monmouth County intends to carry out the third phase of its Joint Land Use Study (JLUS) for Naval Weapons Station Earle, completed in December 2017. The County of Monmouth will team with stakeholders and one or two qualified consulting firms to prepare two projects recommended in the JLUS. The first project will be a follow-up to the Raritan/Sandy Hook Bay Coastal Resilience Planning Study of December 2019. It will be known as the Bayshore Coastal Resilience Design Study. The second will be a Next Steps to Compatibility Study. Summaries follow. A more detailed description is attached. Project 1: Bayshore Coastal Resilience Design Study. The Project Team will complete further design plans for two to five resilience projects from the Raritan/Sandy Hook Bay Coastal Resilience Planning Study completed in 2019 under the County s most recent OEA grant. Steps include prioritize sites, gather site-specific data, prepare final designs, and draft permit applications to make these projects shovel-ready for implementation funding. Factors that will be considered in project selection will include: importance to the NWS Earle mission, operation, and/or protection of base facilities; potential as a location for beneficial reuse of dredge materials from the next round of Navy channel-maintenance dredging; and need for design funding (e.g., design not already being funded through another source). Project 2: Next Steps for Compatibility. One of the stated goals of the Joint Land Use Study for NWS Earle (2017) was to work with the surrounding communities to develop zoning for land uses that are compatible with the mission of the base. As a follow up to the JLUS (particularly Chapter 5, Sections II and III), this study would update and expand the analysis of existing land use, zoning, and development potential in the five municipalities in which Earle is located and make recommendations on zoning modifications that would encourage more compatible uses and discourage or remove non-compatible uses within 3000’ of the base. Specific steps would include: • Determine what studies are underway or planned that could impact zoning in the study area and identify any potential inconsistencies where immediate outreach could be preemptive. Also determine if any of the municipalities are reexamining or preparing to update their Master Plans. • Investigate how much land surrounding NWS Earle has already been developed, and at what level of density/compatibility. A visual review from aerials during preparation of the JLUS indicated that a significant amount of the land within the 3000’ boundary was already developed. Using the most up to date aerials, identify parcels with additional development potential that are currently zoned for less compatible uses to NWS Earle. Working with the Division of Planning staff and municipalities, pinpoint parcels that have recently received site plan or subdivision approval, as they will not be the main focus of the study. Identify modifications made to zoning since JLUS I. Look at areas where redevelopment might be economically feasible in the future. • Focusing primarily on the areas where development and redevelopment are most likely and where less compatible uses are already permitted, work with the municipalities to determine the best ways to incorporate zoning for more compatible uses and remove the zoning for less compatible uses immediately adjacent to Earle and within the 3,000 ft. Base boundary. Options to consider could include developing new zone districts; instituting Earle overlay zones where the less compatible uses are eliminated from current permitted uses; creating overlay tiers where less compatible uses are not eliminated but are pushed farther away from Earle; or encouraging open space acquisitions and farmland preservation in the areas closest to the installation. Other options should be considered. • Present list of recommendations to the five municipalities. • Prepare a final report.
