Naval Air Station Whidbey Island Education Focused Growth

Abstract

The City of Oak Harbor and Oak Harbor Public Schools is responding to the growth at Naval Air Station Whidbey Island. On March 19, 2019, the Department of Navy published its Record of Decision for the 2018 Final Growler Environmental Impact Statement, supporting the basing of an additional 36 EA-18G Growlers at Naval Air Station Whidbey Island Complex, WA contributing to the cumulative growth at NAS Whidbey Island. The Whidbey Island Complex is comprised of the Air Station, Ault Field, and Outlying Landing Field Coupeville. The Defense Manpower Data Center data presents the cumulative increase including this action to be 2,061 military personnel with some additional civilian personnel. This growth has had significant impacts to the capacity of the District’s Pre-kindergarten through 12th grade schools which support the primary education needs of roughly 3,000 military connected students. With support from the Office of Economic Adjustment, the District will complete planning, feasibility, and preliminary design studies needed do finalize capital improvement planning, refine project scopes, and secure future construction funding to address the condition and capacity deficiencies at five schools and the District’s transportation infrastructure as a result of the current and anticipated growth. This proposal seeks support to implement these key planning efforts to serve as the foundation for future facilities and infrastructure funding and to ensure that Oak Harbor Public Schools can continue to properly support the education of our military children, thus keeping faith with Sailors and their families assigned to NAS Whidbey Island.
