MCAS Beaufort/MCRD Parris Island - MIR - Grant 1
Abstract
The Lowcountry Council of Goverments is preparing a Military Installation Resilience Review for Marine Corps Air Station Beaufort, Marine Corps Recruit Depot Parris Island , and the surrounding communities. The goal of a Military Installation Resilience Review is to develop strategies to protect resources necessary to enhance resilience of military installations. The LCOG project will determine what changes and improvements to the area s infrastructure are needed and then how to feasibly and realistically implement those recommendations in order to ensure that MCAS Beaufort and MCRD Parris Island are able to continue their operations successfully, while dealing with the recently past, current and expected environmental changes in the communities and area surrounding the two military facilities. Although it may not be possible to contain natural disasters and long-terms conditions such as sea level rise, it is possible to plan and make changes in physical structures and in procedures in order to safely accommodate and prevent damage, and even potential loss of mission. A key consideration is that the surrounding community and its institutions, organizations and local and state governments provide much of the infrastructure for both MCRD Parris Island and MCAS Beaufort. Infrastructure provided locally includes sewer and water treatment and distribution facilities, as is electrical power, and the roads and bridges that provide access to Parris Island and the Air Station are almost entirely the responsibility of the South Carolina Department of Transportation. As well, hospital and much other medical care is also provided from off-base. The surrounding communities supply a large share of the residential, social, economic, educational (from pre-school to post-secondary), retail and other services for the military population.
