California Advanced Defense Ecosystem & National Consortia Effort - CADENCE
Abstract
Microelectronics are in nearly everything, from cell phones, and household appliances, to automobiles. But providing microelectronics for the U.S. Department of Defense is especially tough due to the obvious national security implications. Not all microelectronic products can be used in the national security sector. In order to provide defense microelectronics in line with the Department’s “trusted foundry” model, a comprehensive approach is needed. For California’s defense manufacturers, controlling production processes, materials, cybersecurity, technology integration, the impact of fifth generation (5G) wireless technologies, and workforce development are issues which are woven together. Each of these smaller issues presents its own problems for manufacturers. Designated by the Under Secretary of Defense (Acquisition and Sustainment) as a Defense Manufacturing Community, with this grant, the Governor’s Office of Planning and Research (CalOPR) will work to address the needs of the state’s defense microelectronics, 5G, cyber, and space sectors in order to create a tailored approach to the needs of small and mid-sized manufacturers. For example, CalOPR will provide tailored trainings for manufactures on the Department of Defense’s “Zero Trust” program for microelectronics, digital manufacturing and the implementation of “Industry 4.0” technologies. Additional offerings will address flexible hybrid electronics development, data driven process control, and advanced data analysis. The end result will be a more resilient microelectronics sector which better meets the nation’s national security needs, while providing thousands of high-paying jobs for California’s economy.
