Abstract

The Metropolitan Washington Council of Governments is developing a Military Installation Resilience Review for the Washington Navy Yard, Joint Base Anacostia-Bolling, U.S. Naval Research Laboratory, Fort McNair, and the surrounding communities. The goal of the Military Installation Resilience Reviewis to analyze how hazards, future climate projections, compatible use risks, and overall conditions of the installations impact the resilience and operability of the installations. The assessment will inform the development of actions necessary to foster, protect, and enhance military installation sustainability and resilience. The Military Installation Resilience Reviewwill assess how identified hazards, future climate projections, compatible use risks, and installation conditions may impact critical services, infrastructure, and resources that are essential for the installations to operate and serve the surrounding communities. This includes understanding the potential impacts to water availability, installation access, energy disruptions, communications, access to evacuation routes, life-saving operations, and critical infrastructure. Without assessing impacts, military installations remain vulnerable and may experience extensive damages and disruptions to operability. Many of these critical sectors and services, including transportation routes, emergencies services, waste water treatment plants, and energy, serve the installations and surrounding communities before, during, and after an event. Assessing and building resilience requires a collaborative approach to strengthen the military installations, assets, community and networks.
