State of Hawaii Industry Resilience Phase III
Abstract
The State of Hawaii initiated this project to focus on developing community adjustment strategies related to its military defense sector. In fiscal year 2019, the State of Hawaii ranked number two in the country with defense spending representing 7.7 percent of gross domestic product. In 2020, with the onset of COVID-19, the State?s dependence on defense spending significantly increased with the decline in other economic sectors which also impacted local small and medium sized businesses. These fluctuations demonstrated reliance on and the need to better understand how to adapt to any changes in military defense spending, requirements, or projects, and the need to ensure the resiliency of Hawaii?s defense supply chain. This project will utilize the updated data, stakeholder feedback, information, and action plan recommendations developed during the previous phase, to implement strategic programs and initiatives to further accomplish the Hawaii Defense Economy long-term sustainability and resiliency objectives. Specifically, this effort will focus on providing cybersecurity outreach & technical assistance to help local businesses with limited resources respond to recent and upcoming changes in Department of Defense cybersecurity contracting requirements, and establish a Hawaii Defense Economy Alliance to assess defense supply chain needs and address workforce develop gaps necessary to maintain these economic sectors.
