Hampton Roads Region - MIR

Abstract

The MIR Review will be a cooperative, strategic planning process among the HRPDC, Norfolk, Virginia Beach, the Commonwealth of Virginia, and the four (4) Navy installations. The goal of the MIRR is to facilitate the identification of threats to installation operations from natural and manmade hazards, determine risks from those hazards, develop recommendations for strategies for addressing those risks, and develop a plan, including identification of responsible parties and opportunities for partnerships, to implement those recommendations. Several previous and ongoing efforts at the local, regional, and state levels have identified current flooding and sea level rise as significant threats to the Hampton Roads region. Operations at the four participating Navy installations have all been affected to some extent by flooding already, and the scale of these impacts is only expected to grow. In addition, these installations also rely on local or private infrastructure for energy, water, wastewater, telecommunications, and other critical services. Assessing risks to these services, in addition to the physical impacts posed by flooding, sea level rise, extreme weather events, and other environmental conditions, will be a key part of this effort. The Hampton Roads MIR Review will build on the results of the recently completed Hampton Roads Region ? Norfolk and Virginia Beach Joint Land Use Study, which also focused on these four installations. That study analyzed the impacts of flooding and sea level rise on community assets and infrastructure that are used directly by the installations or by Navy personnel (including uniform and non-uniform) or their dependents. A major part of that study was the review of already identified projects in each community?s capital improvement program to assess their potential benefits and impacts to the military installations. This project will broaden the scope of projects to include other issues beyond flooding and will focus on identifying new projects or programs that may be funded by local, regional, state, or federal entities. Energy vulnerabilities and resilience strategies will be a specific focus of the MIR Review.
