Commonwealth of Virginia IR - Phase V - M.I.B.E and Cybersecurity

Abstract

As the state with the second highest amount of defense contracting activity in the nation (60.3B in FY19) and first as a percentage of state GDP (10.6%), Virginia and its corresponding defense manufacturing and supply chain, are particularly vulnerable to defense spending fluctuations. Virginia is particularly dependent on DoD shipbuilding priorities and will continue to play a critical role in the Navy s Ship Infrastructure Optimization Program. Also, with increasingly complex cybersecurity requirements to implemented for all tiers of defense contractors, it is important that the Virginia defense supply chain receives the necessary assistance to remain in compliance. GENEDGE will help 85 businesses assess their level of compliance with DFARS 252.204-7012 and their desired CMMC readiness level, develop a plan to address the vulnerabilities identified, and prepare for implementation support through services provided by our third-party resource network to prepare them to complete a successful CMMC Audit at their desired level. Most of these resources are Virginia companies so the effort is targeted to both improve DOD supply chain resilience while providing growth in a key market for the Commonwealth of Virginia. This program builds off GENEDGE s current successful program, and utilizes best practice sharing with the MEP National Network to enhance the offerings provided. After years of declining shipbuilding, the FY 2020 budget request was the largest shipbuilding request in 20 years. The 2022 plan would add 82 new ships in the five years between 2022 and 2026 a drastic increase from the planned 38 ship builds from 2017-2021. Combined with the Commonwealth Off-Shore Wind build out, and Hampton Roads bridge tunnel expansion, an additional 8,000 maritime trades workforce personnel will be required in Hampton Roads. ODURF-MIBE will link the efforts of the Institute for Advanced Learning and Research (IALR), the Hampton Roads Maritime Industrial Base Ecosystem (ODU-MIBE), the Southeastern New England Defense Industrial Alliance (SENEDIA), Electric Boat, and Newport News Shipbuilding. This collaboration will allow for the alignment and integration of the required workforce training and certification programs to support the Navy?s most critical ship production programs, the Virginia and Columbia Class submarine programs. It will also deliver an adaptable and diverse supply chain, as well as drive industrial modernization to sustain DoD ship building and repair demands into the future.
