Abstract
Northern Virginia Regional Commission (NVRC), together with our member jurisdictions and the Commonwealth of Virginia, is executing a climate resilience planning program with a focus on identifying regional solutions to weather and climate related risks and is expanding to include the impact to Fort Belvoir, Joint Base Myer-Henderson Hall, and Marine Corps Base Quantico in Northern Virginia. Efforts are specifically focusing on assessing risks and vulnerabilities of shared critical infrastructure and services and prioritizing mitigation actions associated with shared critical infrastructure and services for the three military installations in Northern Virginia and the surrounding communities. The Military Installation Resilience Review program is executing a regional master resilience assessment and is addressing compatible issues that surface. The program will: ? identify and assess the effect of projected climate scenarios on shared critical infrastructure that may impact mission readiness. ? understand shared vulnerabilities and risks inside and outside the military installation boundaries. ? integrate infrastructure planning, design, construction, and maintenance; and ? identify a diversified set of financing tools, for advancing targeted actions. The Military Installation Resilience Review is assessing how future climate projections, hazards, and risks will impact critical services, infrastructure, and resources that are essential for the installations and local communities to successfully operate. Topics will include installation access, transportation and evacuation routes, emergency services, wastewater treatment and water accessibility, and energy services and other critical infrastructure. Many of these critical sectors and services serve both the installations and the surrounding communities and building resilience requires a collaborative, community-based approach to prepare and respond to climate change and increasing extreme weather events.
