Bluegrass Area Defense Diversification 2021

Abstract

As a member of the Chemical Weapons Convention under the 1925 Geneva Protocol, the United States Army is scheduled to complete chemical demilitarization of all chemical munitions at the Blue Grass Army Depot (BGAD) by December 31, 2023. This grant will allow the Bluegrass Area Development District to research the regional supply chain and create an economic diversification plan with the goal of retaining a majority of the 1,900 employees connected to the chemical demilitarization mission. The December 31, 2023 end of mission deadline has the potential to trigger a massive impact to the local economy if these skilled workers are not appropriately captured and transitioned into equivalent economic opportunities within the community.
