Abstract
In alignment with OLDCC s programmatic objectives, the LRA will implement the strategies enunciated in both the Reuse and Sustainability plans and engage the private sector to undertake economic development and base redevelopment. Economic development, job creation and advancing to a step closer to the LRA becoming a self-sufficient public corporation, are the expected outcomes for the grant period. Specifically, OLDCC s technical and financial assistance for this grant period will enable the LRA to provide support to the US Navy s environmental remediation process and expedite the completion of the transfer of property. The LRA staff is responsible for the operation, maintenance and administration of the land and facilities of the NSRR, including, but not limited, to security, management and coordination of infrastructure and utilities improvements, administration of piers, management of leases and community relationships. During the grant period, the LRA staff will supervise projects to : 1) establish a renewable energy-based micro-grid serving critical infrastructure and the unique needs of industrial and institutional customers; 2) support the full development of the Ferry terminal serving over 657,000 passengers each year; 3) jumpstart the redevelopment of the waterfront district with the reactivation of the Marina, and the repurposing of the Port Control building; 4) further the implementation of the Economic and Disaster Recovery Plan s (sec. 21210 of Public Law 115-123) objective of creating new hubs of alternative tourism; and 5) lay the foundations for a 124-acre industrial park aimed at businesses in the aerospace technology sector.
